Organisational change

Providing advice to Ministers on possible reconfigurations of an existing Crown-owned organisation requires robust identification of options, analysis and assessment. We were asked to estimate and compare the transitional and operating costs of proposed options to re-configure two business groups.

Options included Department, Departmental Agency and Crown Entity. We developed a framework to compare the costs and transition issues on a like-for-like basis. Our analysis also considered the delivery of corporate services - shared services being provided by the ‘host’ department or each agency developing corporate services on a separate stand-alone basis. This enabled a decision-in-principle on organisational form to be made and the final Cabinet paper to be completed.
