Review of Economic Development Strategy

Economic development does not happen in isolation. Achievement of ED goals in local government requires progress across a range of outcome areas. We were asked by the Horowhenua District Council to review its Economic Development Strategy to increase clarity around proposed actions, identify development opportunities and provide assurance around the relevance of current ED goals.

We identified the Ōtaki to North of Levin expressway as a significant growth opportunity for the district with Waka Kotahi estimating GDP benefits to Horowhenua from construction of up to $139 million and wider economic benefits of up to $500 million. We recommended that the Council focus its ED strategy on realising these benefits with particular focus on increasing land supply and affordability, building an active and vibrant community, and promoting Horowhenua as a great place to live, work, play and visit.
