Harnessing existing revenue to fund increased capacity

The success of Immigration New Zealand's programme to replace its IT system and delivery model for visa applications built support with Ministers for a wider change programme. While this would bring additional benefits, it also would increase costs. We worked with the agency to develop costings, options and a financial strategy to fund the programme.

We then developed business cases and budget bids for the Immigration IT system and increased capacity at the border.
