Office accommodation: Lease or buy?

Virtually all government office accommodation is leased. To assist long-term planning, the Government Property Centre of Expertise (PMCoE) asked us to identify the key factors that influence central government agencies to lease or buy office accommodation.

While owning office accommodation is an option for government agencies, we concluded that strong incentives for leasing are likely to continue.
