Risk assessment for Education Council

Establishing a new statutory authority is complex. Based on previous experience with the Crown Entities Act and the Financial Markets Authority, we provided a short risk analysis for transition of the Education Council to a new professional body for educators.

This included analysing the key mechanisms by which the new body could be funded, and the relative strengths and weaknesses of different funding options.  We also advised on a broad implementation plan as part of ensuring a smooth transition to the new body.
